Methodology brief: seizing policy opportunities for children across sectors

Children’s health and wellbeing is determined largely by factors outside the health system, however child health advocates are not always equipped to leverage policy initiatives across sectors that can benefit children. Members of the Children in All Policies 2030 (CAP-2030) consortium developed a methodology for capitalising on policy opportunities outside the health sector by linking policy initiatives with targeted child health indicators, illustrated here using the example of crèches in urban slum settings in India. Using evidence reviews and stakeholder interviews, an evidence-based model was developed outlining the necessary resource inputs, intended programme activities, and measurable outputs, outcomes and impacts. The model was then used to advocate for this potentially far-reaching policy proposal.
